The section 7.3 describes the below two FEC (Forward Error Correction) sechmes:

First FEC scheme:

  • This scheme is used to sent the original and redundant data.
  • If any case the orginal data is missed/lost, then this data recovered by using redundant data.

Second FEC scheme:

  • This scheme is used to sent only redundant data. 

No, Interleaving does not increase the transmission rate of the stream. The reason is that these  schemes increases the transmission rate of the stream by using redundant data.
